Oygar, sorular\u0131m\u0131z\u0131 yan\u0131tlayarak konuya ili\u015fkin belgeleri taraf\u0131m\u0131za g\u00f6ndermi\u015ftir.<\/p>\n<p> Mehmet \u00d6zt\u00fcrk Kumser, daireye yapt\u0131\u011f\u0131 ba\u015fvuruda G\u00fczelyurt Sa\u011fl\u0131k Merkezi\u2019nde sorumlu hem\u015fire olarak g\u00f6rev yapan G\u00fcl\u015fen Sarm\u0131\u015f Ku\u015f\u00e7u\u2019nun sa\u011fl\u0131k oca\u011f\u0131nda bulunmad\u0131\u011f\u0131 g\u00fcnler i\u00e7in ek mesai \u00e7izelgesi doldurarak devletten haks\u0131z yere kazan\u00e7 elde etti\u011fini iddia etmektedir. Kumser, iddialar\u0131n\u0131 kan\u0131tlar nitelikte oldu\u011funu d\u00fc\u015f\u00fcnd\u00fc\u011f\u00fc G\u00fczelyurt Sa\u011fl\u0131k Merkezi personelinin 2021 y\u0131l\u0131n\u0131n aral\u0131k ay\u0131 \u00e7al\u0131\u015fma \u00e7izelgesini, ba\u015fvuru dilek\u00e7esinin ekinde daireye iletmi\u015ftir.<\/p>\n<p>Sa\u011fl\u0131k Bakanl\u0131\u011f\u0131 M\u00fcste\u015far\u0131 Dr. D\u00fcriye Deren Oygar\u2019\u0131n verdi\u011fi bilgiye ve Kamu Hizmeti Komisyonu Ba\u015fkanl\u0131\u011f\u0131 nakil yaz\u0131s\u0131na g\u00f6re G\u00fcl\u015fen Sarm\u0131\u015f (Ku\u015f\u00e7u),  \u015eubat 2020 tarihinden itibaren Temel Sa\u011fl\u0131k Hizmetleri Dairesi, Paramedikal Hizmetleri S\u0131n\u0131f\u0131, III. Derece Sa\u011fl\u0131k Hem\u015firesi olarak G\u00fczelyurt il\u00e7esine nakledilmi\u015f olup G\u00fczelyurt Sa\u011fl\u0131k Merkezi\u2019nde g\u00f6rev yapmaktad\u0131r.<\/p>\n<p>M\u00fcste\u015far\u0131n daireye iletmi\u015f oldu\u011fu G\u00fczelyurt Sa\u011fl\u0131k Merkezi, 2021 y\u0131l\u0131 aral\u0131k ay\u0131 Personel \u00c7al\u0131\u015fma \u00c7izelgesi\u2019ne g\u00f6re Sarm\u0131\u015f 1 Aral\u0131k 2021 ve 8 Aral\u0131k 2021 tarihlerinde 08.00-16.00 saatleri aras\u0131nda \u00e7al\u0131\u015fm\u0131\u015f, 4 Aral\u0131k 2021, 19 Aral\u0131k 2021 ve 24 Aral\u0131k 2021 tarihlerinde \u00e7al\u0131\u015fma yapmam\u0131\u015ft\u0131r. Bu tarih ve saatlerin Kumser\u2019in daireye iletti\u011fi personel \u00e7al\u0131\u015fma \u00e7izelgesindeki tarih ve saatlerle ayn\u0131 olmad\u0131\u011f\u0131 tespit edilmi\u015ftir.<\/p>\n<p>Ba\u015fka bir ifadeyle Sa\u011fl\u0131k Bakanl\u0131\u011f\u0131 taraf\u0131ndan g\u00f6nderilen personel \u00e7al\u0131\u015fma \u00e7izelgeleri ile Kumser taraf\u0131ndan g\u00f6nderilen ayn\u0131 tarihli \u00e7izelgeler birbirinden farkl\u0131d\u0131r.<\/p>\n<p>G\u00fczelyurt Acil Servisi\u2019nde tutulan hem\u015fire listesi defterindeki bilgilerle Sa\u011fl\u0131k Bakanl\u0131\u011f\u0131 taraf\u0131ndan daireye iletilen \u00e7izelgenin ise ayn\u0131 oldu\u011funu s\u00f6ylemek m\u00fcmk\u00fcnd\u00fcr. Ba\u015fka bir ifadeyle Acil Servis Hem\u015fire Listeleri ile Sa\u011fl\u0131k Bakanl\u0131\u011f\u0131 taraf\u0131ndan d\u00fczenlenmi\u015f olan \u00e7al\u0131\u015fma \u00e7izelgesi uyumludur.<\/p>\n<p>Bu a\u015famada Sa\u011fl\u0131k Bakanl\u0131\u011f\u0131\u2019n\u0131n hangi \u00e7izelgeye g\u00f6re i\u015flem yapm\u0131\u015f oldu\u011funa bakmak gerekir. Sa\u011fl\u0131k Bakanl\u0131\u011f\u0131 ve Kumser taraf\u0131ndan daireye g\u00f6nderilen, birbirinden ba\u015fka \u015fekilde d\u00fczenlendi\u011fi a\u00e7\u0131k olan Personel \u00c7al\u0131\u015fma \u00c7izelgeleri aras\u0131nda \u00e7ok \u00f6nemli bir farkl\u0131l\u0131k daha vard\u0131r. Mehmet \u00d6zt\u00fcrk Kumser\u2019in daireye iletmi\u015f oldu\u011fu \u00e7izelgede herhangi bir imza ve\/veya paraf ve\/veya m\u00fch\u00fcr bulunmamaktad\u0131r.<\/p>\n<p>\u00d6te yandan Sa\u011fl\u0131k Bakanl\u0131\u011f\u0131 taraf\u0131ndan g\u00f6nderilen \u00e7izelgenin \u00fczerinde kontrol eden ki\u015fi veya ki\u015filerin paraf\u0131, G\u00fczelyurt Sa\u011fl\u0131k Merkezi Sorumlu Hekim Op. Dr. Say\u0131n Cemal Sakall\u0131\u2019n\u0131n m\u00fch\u00fcr ve imzas\u0131 ile Temel Sa\u011fl\u0131k Hizmetleri Daire M\u00fcd\u00fcrl\u00fc\u011f\u00fc\u2019n\u00fcn al\u0131nd\u0131 m\u00fchr\u00fc mevcuttur.<\/p>\n<p>Haz\u0131rlanm\u0131\u015f olsa dahi, yetkili bir makam veya ki\u015fi taraf\u0131ndan elden ge\u00e7irilip onaylanmad\u0131ktan sonra herhangi bir belgenin resmiyet kazand\u0131\u011f\u0131ndan s\u00f6z etmek olas\u0131 de\u011fildir. Hal b\u00f6yle iken Mehmet \u00d6zt\u00fcrk Kumser\u2019in daireye iletmi\u015f oldu\u011fu \u00e7izelgenin \u00fczerinde, herhangi bir imza ve\/veya paraf ve\/veya m\u00fch\u00fcr olmad\u0131\u011f\u0131ndan ilgili \u00e7izelgenin resmiyet kazand\u0131\u011f\u0131n\u0131, daha da \u00f6nemlisi ilgili \u00e7izelgeye g\u00f6re i\u015flem yap\u0131ld\u0131\u011f\u0131n\u0131 s\u00f6ylemek m\u00fcmk\u00fcn g\u00f6r\u00fclmemektedir.<\/p>\n<p>Sa\u011fl\u0131k Bakanl\u0131\u011f\u0131 M\u00fcste\u015far\u0131 Dr. D\u00fcriye Deren Oygar G\u00fczelyurt Sa\u011fl\u0131k Merkezi\u2019ndeki kamu sa\u011fl\u0131k \u00e7al\u0131\u015fanlar\u0131n\u0131n 24-48 vardiya sistemi \u015feklinde g\u00f6rev yapt\u0131klar\u0131n\u0131, yani 24 saat \u00e7al\u0131\u015f\u0131p 48 saat izin kulland\u0131klar\u0131n\u0131 kaydetmi\u015ftir. Oygar\u2019\u0131n verdi\u011fi bilgiye g\u00f6re sa\u011fl\u0131k \u00e7al\u0131\u015fanlar\u0131, ihtiya\u00e7 duyulmas\u0131 durumunda izin saatlerinde ek mesaiye \u00e7a\u011f\u0131r\u0131lmakta, ay sonunda ki\u015finin o ay ka\u00e7 saat \u00e7al\u0131\u015ft\u0131\u011f\u0131 hesaplan\u0131p, ayl\u0131k \u00e7al\u0131\u015fma saatinden fazla olan saatleri ek mesai olarak yaz\u0131lmaktad\u0131r.<\/p>\n<p>Sa\u011fl\u0131k Bakanl\u0131\u011f\u0131 M\u00fcste\u015far\u0131 yaz\u0131s\u0131nda, G\u00fczelyurt Sa\u011fl\u0131k Merkezi\u2019ndeki ek \u00e7al\u0131\u015fma bildirim tablolar\u0131n\u0131n merkezdeki sorumlu hekim taraf\u0131ndan imzalan\u0131p m\u00fcd\u00fcrl\u00fc\u011fe g\u00f6nderildi\u011fini, m\u00fcd\u00fcrl\u00fc\u011fe iletilen tablolar\u0131n Ba\u015fhem\u015fire taraf\u0131ndan \u00e7al\u0131\u015fma listelerine g\u00f6re kontrol edilerek imzaland\u0131\u011f\u0131n\u0131 ve daire m\u00fcd\u00fcr\u00fc\u2019ne aktar\u0131ld\u0131\u011f\u0131n\u0131, daire m\u00fcd\u00fcr\u00fcnce imzaland\u0131ktan sonra i\u015flemlerin muhasebede devam etti\u011fini ifade etmektedir.
