\n\tAnayasada en son 2022’de de\u011fi\u015fiklikler yap\u0131ld\u0131\u011f\u0131na ancak bunun yeni reformlar\u0131 yerine getirmek i\u00e7in yetersiz kald\u0131\u011f\u0131na i\u015faret eden Tokayev, “Parlamento reformu \u00e7er\u00e7evesinde ilk ba\u015fta anayasan\u0131n 40’a yak\u0131n maddesinin de\u011fi\u015ftirilmesi planlanm\u0131\u015ft\u0131 ancak \u00e7al\u0131\u015fma esnas\u0131nda de\u011fi\u015fikliklerin say\u0131s\u0131n\u0131n daha fazla oldu\u011fu ortaya \u00e7\u0131kt\u0131. 2022’de anayasan\u0131n 33 maddesi yenilenmi\u015fti ama \u015fimdiki de\u011fi\u015fiklikler daha kapsaml\u0131.” dedi.<\/p>\n
\n\tTokayev, bunun yeni bir anayasan\u0131n kabul edilmesi anlam\u0131na geldi\u011fini s\u00f6yleyerek, “Dolay\u0131s\u0131yla, Anayasa Komisyonu olu\u015fturulmas\u0131 konusunda karar ald\u0131m. Yar\u0131n \u00f6zel kararname imzalayaca\u011f\u0131m.” diye konu\u015ftu.<\/p>\n
\n\tAnayasa Mahkemesi Ba\u015fkanl\u0131\u011f\u0131nda kurulacak komisyonun 100’den fazla alan\u0131nda uzmandan olu\u015faca\u011f\u0131n\u0131 anlatan Tokayev, s\u00f6z konusu komisyon taraf\u0131ndan \u00f6neriler incelendikten sonra referandum tarihini belirleyeceklerini kaydetti.<\/p>\n
\n\tTokayev, \u00f6zellikle yeni anayasan\u0131n \u00f6ns\u00f6z\u00fcn\u00fcn ulusal de\u011ferleri a\u00e7\u0131k\u00e7a vurgulayan ve ne kadar zaman ge\u00e7erse ge\u00e7sin g\u00fcncelli\u011fini koruyacak \u015fekilde yeniden yaz\u0131lmas\u0131 gerekti\u011fine dikkati \u00e7ekerek, “(Yeni anayasada) Kazak topraklar\u0131ndaki medeniyet ve devlet gelene\u011fi tarihinin ne kadar derin oldu\u011fu a\u00e7\u0131k bir \u015fekilde yer almal\u0131d\u0131r.” ifadesini kulland\u0131.<\/p>\n
\n\tB\u00f6ylece Kazakistan’\u0131n u\u00e7suz bucaks\u0131z bozk\u0131rda kurulan b\u00fcy\u00fck devletlerin miras\u00e7\u0131s\u0131 oldu\u011funu ilan ettiklerini dile getiren Tokayev, “Bunun yan\u0131 s\u0131ra anayasam\u0131za ‘Hepimiz adil bir Kazakistan’\u0131 en y\u00fcce hedef olarak benimsiyoruz ve ona ula\u015faca\u011f\u0131z’ ilkesini dahil etmeliyiz.” dedi.<\/p>\n
