Bu tablo, mali disiplinin g\u00fc\u00e7lendirilmesi ve yap\u0131sal tedbirlerin gecikmeden hayata ge\u00e7irilmesi gerekti\u011fine i\u015faret etmektedir.&#8221;<\/strong><\/p>\n<p>Komite \u00e7al\u0131\u015fmalar\u0131 sonras\u0131 Genel Kurula sevk edilen 2026 Mali Y\u0131l\u0131 b\u00fct\u00e7esinin yakla\u015f\u0131k y\u00fczde 75\u2019nin personel giderleri, cari transferler ve sosyal g\u00fcvenlik kurumuna devlet primi harcamalar i\u00e7in kullan\u0131laca\u011f\u0131n\u0131 belirten Oda, &#8220;Bu kalemlerin ortak \u00f6zelli\u011fi b\u00fct\u00e7enin en b\u00fcy\u00fck, hayat pahal\u0131l\u0131\u011f\u0131 ayarlamalar\u0131 ile h\u0131zl\u0131 ve otomatik b\u00fcy\u00fcyen, esnek olmayan, a\u015fa\u011f\u0131 y\u00f6nde hareket edemeyen ve b\u00fct\u00e7e \u00fczerinde kal\u0131c\u0131 bask\u0131 olu\u015fturmalar\u0131d\u0131r. Bu ve buna benzer kat\u0131 harcamalar enflasyonu takip eden de\u011fil, maliyet enflasyonunu k\u00f6r\u00fckleyen, \u00f6zel sekt\u00f6rde \u00fccret bask\u0131s\u0131 yaratarak \u00fccret\u2013fiyat sarmal\u0131n\u0131 tetikleyen niteliklere sahiptir. Bu sorun, y\u0131llar i\u00e7inde olu\u015fmu\u015f ve KKTC\u2019nin en \u00f6nemli sorunu haline gelmi\u015ftir. 2026 y\u0131l\u0131 b\u00fct\u00e7esinde de bu konuda herhangi olumlu bir geli\u015fme g\u00f6r\u00fclmemektedir. Bu e\u011filimler hayat pahal\u0131l\u0131\u011f\u0131 sarmal\u0131 ile birlikte devam ederse 2026 y\u0131l\u0131nda da kronik a\u00e7\u0131k, h\u0131zlanan bor\u00e7lanma, artan faiz y\u00fck\u00fc ve mali s\u00fcrd\u00fcr\u00fclebilirlik riski ka\u00e7\u0131n\u0131lmaz hale gelecektir.\u201d ifadelerini kulland\u0131.<\/p>\n<p>KTTO, bu sorunlara kar\u015f\u0131l\u0131k kamu gelirlerindeki art\u0131\u015flar\u0131n, ekonomik b\u00fcy\u00fcme kaynakl\u0131 olmaktan \u00e7ok mal ve hizmet fiyatlar\u0131n\u0131n enflasyon etkisi ile y\u00fckselmesinden kaynakland\u0131\u011f\u0131n\u0131 ve \u201cg\u00f6stermelik\u201d oldu\u011funu savundu.<\/p>\n<p>Kamu y\u00f6netiminin, yasa ile belirlenmi\u015f olan enflasyon muhasebesi kurallar\u0131n\u0131 uygulamamakta \u0131srar ederek, enflasyonun \u015fi\u015firdi\u011fi fiyatlara dayanarak gelirlerini art\u0131rmaya \u00e7al\u0131\u015ft\u0131\u011f\u0131n\u0131 savunan Oda, kamu y\u00f6netiminin, \u201cbatan bats\u0131n ama ben maa\u015f \u00f6demeye devam edeyim\u201d anlay\u0131\u015f\u0131 ile hareket etti\u011fini iddia etti.<\/p>\n<p>&#8220;KKTC b\u00fct\u00e7esinin sorunlar\u0131 o kadar b\u00fcy\u00fcm\u00fc\u015ft\u00fcr ki ekonomi tart\u0131\u015fmalar\u0131n\u0131n oda\u011f\u0131nda bile devletin gelir-giderleri ve maa\u015f \u00f6demeleri yer al\u0131r duruma gelmi\u015ftir.&#8221; diyen Oda kamu maliyesinin ekonominin kendisi olmad\u0131\u011f\u0131n\u0131 belirtti.
